The recording begins at roll call: Fadelli, Lyman and Mayor Pro Tem Quinto were present, and Mayor Abelson and Pardue-Okimoto absent; Quinto presided and Fadelli led the pledge. A councilmember had attended the tree committee for the first time and, as alternate to Lyman, the MCE meeting in San Rafael, and praised a local business, a traditional Chinese dance school, whose two performances at El Cerrito High that weekend showed a stunning growth in maturity over the five or six years the councilmember had attended.

0:07:00establishment so there was like they were not too thrilled with the with the outcome so i had to tell them personally so that's number two and then the third thing is um i ha at our la and my neighborhood association mean we had we had a discussion about the the jail expansion
0:07:15so i just hope that and we voted against it because it's not it's not good for the city and we're trying to bring in some revenue so those are three things and then lastly as um at the el cerrito when the el cerrito stars a group came la a few months back i i got really
0:07:31impressed with the uh with it with how they uh they can achieve so much on me not only in the classroom but uh working in a work environment i find that very inspiring so hopefully that the ec stars will be we'll be moving forward as uh in the in the in the in the months ahead so that's

0:08:00need some that needs people to join because we're trying to like put el cerrito back into into the quality of life so so hopefully that these ideas as you move forward that we need more people to join because we need to get some some generation to participate because it's important that they
0:08:16participate in their civic duty so i'm hopefully that some generation will come through in the in the months ahead to the so they can fill these gaps on these committees so i'll pass it on to the next speaker thank you hi um thank you for this opportunity to address you so i know that you know that
Two people spoke. Cordell Hindler of Richmond promoted a new show with $11 tickets; said leaders of a Richmond neighborhood association he had contacted were not thrilled with the massage establishments ordinance on the consent calendar; reported that his neighborhood association had voted against the jail expansion; praised the El Cerrito STARS group; and urged more people, especially a younger generation, to fill vacancies on city committees.

0:08:37sheriff livingston i'm sorry your name please i'm sorry your name judith tannenbaum sorry um so as i say i know that you know that uh sheriff livingston has a proposal for expansion of the jail in the west county and also a contract with ice and that the board of
0:08:54supervisors voted a couple weeks ago to approve that proposal and that it was only and that that of their approval included a commitment of funds um toward the project and then annual funds you know subsequently from um and that it was only our supervisor john joyah who voted against that

0:09:40costa county racial justice commission coalition um and i went to their meeting last wednesday which was focused on opposition to the jail expansion and one of the people at that meeting was melvin willis from the richmond city council and he mentioned now i'm not
0:09:57sure i have the details exactly right about this but i he mentioned i think that he was writing a letter or a letter was being drafted anyway that i think that the richmond city council is voting on tonight that as a body they would write to the board of state and community corrections
0:10:13which is the state entity that the sheriff's proposal is going before because they're the ones who give the monies out to the county for jail stuff so my understanding is that the likelihood is that the richmond city council is writing a letter in opposition to that
0:10:29expansion even though the board of supervisors voted for it and melvin willis also indicated that he or somebody had been in touch with you as a count the del cerrito city council um hoping that you would write a similar letter and that's why i'm here urging you to write a letter like that to the
0:10:47board of um state and um community corrections uh opposing the jail expansion in the three minutes i don't have time to list all my reasons for that but really john joy is op-ed piece pretty clearly um you know his his reasons are very much my reasons and lastly in in this regard i spoke

Judith Tannenbaum noted that the supervisors had voted a couple of weeks earlier to approve Sheriff Livingston's proposal to expand the West County jail, with county funds up front and each year, Supervisor John Gioia alone voting no; she had his op-ed, co-written with Claudia Jimenez of the Contra Costa County Racial Justice Coalition. At the coalition's meeting, Richmond Councilmember Melvin Willis said, she believed, that Richmond was voting that night on a letter of opposition to the Board of State and Community Corrections, and hoped El Cerrito would write one too. She urged the Council to do so, and said Assemblymember Tony Thurmond's office told her he was very opposed and writing letters.
