Mayor Bill Jones called the Tuesday, December 2nd 2008 meeting to order on behalf of the current city council, remarking that the new place had filled up; Councilmember Jan Bridges led the pledge. The mayor called it “a feel-good meeting” for the holiday season, with a lot to celebrate and people to recognize. There were no staff communications or Council liaison reports.
The city clerk announced item 3, a resolution inducting Miriam Wilkins (as captioned; also "Marian" and "Mariam") into the El Cerrito Wall of Fame for leadership in the area of Heritage roses. Maran Kent (as captioned), president of the El Cerrito Garden Club, said Wilkins is “a longtime member of our club” and was given an honorary membership in 2002. Esther Sergeant (as captioned), of Norval Street (as captioned), the club's chairperson for the nomination, thanked the Council for unanimously endorsing Wilkins; thanked Leticia Moore and Jan Bridges, who volunteered for the new policy committee Mayor Jones had suggested, for a rewritten policy that is now clear on how people are entered into the Wall of Fame; and thanked the city clerk (captioned "cherol"), Carolyn Sanders of the Heritage Roses group, committee chair Donna Salvador (as captioned) and the club, calling Wilkins “our Rose Queen.”

0:19:35world know about Els Sero California because of Miriam's passion for old garden roses and more people know about grow and appreciate the Splendor of these Beauties because of her thank you again for including Mariam Wilkins in the El Sero Wall of Fame we cannot think
The mayor said the award is special, not given every year or to everybody, follows a long evaluation, and that this nomination came from the El Cerrito Garden Club. Christina Osborne, a regional coordinator for the Heritage Rose group that Wilkins founded, read a history: Wilkins began the group in 1974 with a simple ad in the American Rose Society magazine asking anyone who shared a love of old roses to get in touch, and people did; the group now has six regions in the United States and approximately 300 members across the country and in countries such as Australia, India, Thailand and Canada. Wilkins produced the first quarterly Rose Letter in 1975, still published, and the Old Rosers Digest (as captioned), typed twice a year on a manual typewriter, which people hoard for its information.
Osborne said the annual celebration of old roses at the El Cerrito community center, started more than 30 years ago, is “the world's largest and least formal and most enjoyable Rose show,” a free event drawing hundreds, with thousands of rose cuttings displayed on over 100 ft of table; the next would be Sunday May 17th 2009, the first Sunday after Mother's Day. Wilkins insists it stay in El Cerrito. Under Wilkins's guidance the group also supported old rose gardens in San Jose, in the Old Sacramento Cemetery and in San Diego, and Osborne said people all over the world know of El Cerrito because of Wilkins's passion for old garden roses.
03 Survivor roses, local history and a childhood friend captions 33–49
0:19:51of a more deserving recipient thank you thank you Christina I I think I saw another hand up in the back great my name is Greg Lowry thank you so much for uh giving me a moment to share my passion and my appreciation for all that Miriam Wilkins has uh contributed
0:20:25to my life and to the lives of many people around the world I represent an organization known as The Heritage Rose Foundation which is a uh which is a charitable Foundation which uh promotes the preservation of our history of old roses in the United States and abroad this organization came to be as a
0:20:45result directly of Miriam's creation of the Heritage roses group and was a a project that was put together by members of The Heritage roses group who wanted to make Miriam's contribution a permanent Legacy in the United States to show our passion for roses for gardening and for the
0:21:06connection between the past and the present through through Gardens through plants and through roses this connection is a very important Connection in the world today I think because it begins with the very oldest roses which are the Wild Roses and as we look at the future of our
0:21:24world the future of the planet future of of native plants in the world it it is extremely important that we save and preserve those plants which are a part of that Heritage particularly our Wild Roses of which California is um blessed with many many different species the second connection which I
0:21:45think is so tremendously important is history in uh the 19th century the early 19th century a rose that was created in the city of New York known as was Harrison's yellow formed a part of many many households who traveled by wagon train across the United States to settle
0:22:06in the west to come to places like elero and that Rose which was such a great Survivor now has a history in many small towns and Villages and big cities across the United States because it meant so much to those people to keep a piece of beauty of living natural beauty
0:22:28of the rose with them as they went and lastly uh the future of roses the future of uh our Gardens is very much an issue today as we Face questions of how we how we inhabit the landscape that we that we live in are we using too much water in our Gardens and are roses a large contributor to that sort
0:22:51of attitude in in gardening um and one of the great things that we've learned through Miriam's guidance to understand old roses is that they are survivors they will survive with a great deal less water and a great deal less care without spray without the kinds of things that tend to be non not
0:23:10beneficial to our environment all of these things are are with us today because Miriam Wilkins inspired such a large number of people around the world to care about roses to care about old roses and to care about our relationship with the landscape that we live in and
0:23:28Garden in thank you thank you did I see another hand in the oh Tom good evening mayor Jones and Council persons I'm very happy to be here tonight and and we have a wonderful ceremony honoring Mrs wilin tonight her contributions in the Horticultural area are very well documented i' just like to
0:23:58add to everything she's done she's been an enormous contributor to the history of elero and as a member of the ELO Historical Society that's obviously very valuable to us so i' just like to add that to the record that she's not just wonderful to us in this town for what
0:24:13she's done with her roses but she's made major contributions to the historical record in this town as well thank you good evening thank you um mam J I want to tell you we have a very distinguished guest here tonight also um Native Alo Teresa parella parella she is
0:24:39a long time friend of mar they they've known each other since childhood they just followed their path they went to the same Local Schools together uh they went to the University of San Francisco together they their teaching career began in Marin County and they were very anxious to return
0:25:05back to their their Hometown and they were teachers together at Vermont school so this twoo is one of Miriam's very cherished friends who was so instrumental in providing us with some of the history about Miriam so we'll just answer you should see who she is I'd like
0:25:38toess and it's really a privilege to be here on this wonderful occasion I've been U attending the RO shows how many years quite a few years and it's always been a wonderful and I thought to myself many times that the city of El should be something for Mir and at last they have
0:26:09congratulations and lots of good Lu thank you dear friend [Applause] Teresa also fellow teachers together and Teresa was a wonderful teach but my class was always happy that's was a very thank I'll have to second the um your statement that Miss Pella was a very
Greg Lowry of the Heritage Rose Foundation, a charitable foundation created by members of the Heritage Roses group to make Wilkins's contribution a permanent legacy, spoke of three connections: preserving the wild roses, of which California has many species; history, such as Harrison's Yellow, a rose from New York that settlers carried west by wagon train; and the future of gardens, where old roses, Lowry said, “are survivors” that need much less water and care and no spray.
Tom Panis, as a member of the El Cerrito Historical Society, added that Wilkins “made major contributions to the historical record in this town as well.” A speaker then introduced Teresa Parella (as captioned; also "Pella"), a friend since childhood who went to the same local schools and the University of San Francisco (as captioned) with Wilkins, began teaching in Marin County, and taught with Wilkins at the Fairmont school (captioned "Vermont"); Parella offered congratulations, and someone added having had "Miss Pella" (as captioned) as a third grade teacher.
04 Council tributes, a vote, and the resolution captions 50–67
0:26:48good teacher I had her in the third grade at anybody else like to speak okay um before we get on was there any comments by the council concerning the award U particularly a council member Moore or council member Bridges who was on the uh subcommittee actually one of the um pieces of information we
0:27:20have here is that Miss Wilkins is honored with a beautiful pink rose that has been named after her and if you look at the screen it's better you can see it better on the television behind us um that is the Rose named after Miss Wilkins and um the note I have here says others who share this
0:27:37distinction include Abraham Lincoln johnf Kennedy Barbara stran Amelia arheart Grace Kelly Carrie Grant Queen Elizabeth and William Shakespeare among others but none of them are from elero which is the most important good deal well I just wanted to comment that
0:27:57it's just an extreme honor that um we can honor you in this way um after all that you've done and the recognition that you've received tonight um but I think it was also very important what Tom panana said is that you're you're really a n a true native El seren and
0:28:13that uh your parents were some of the founding fathers of the city of elero um as far back as 1917 and that your father I believe was assistant Fire Chief and at one point was even uh in the Elso police department so your history does go back and it's just a real privilege to honor
0:28:33you sure J I just wanted to say how um happy I am that we're able to have this ceremony today and that so many people came out but I'm especially honored um that we were able to do um this is part of restoring the wall of fame um I I don't even remember the last time one of
0:28:55the people who is was on the uh Wall of Fame was put there um but um it was quite some time and I'm not even sure what the old procedure was but it really um makes me feel good to know that we have a new procedure and that Miriam Wilkins is the one who is the first
0:29:16Honore uh in this uh what I would like to think is a um um recognition of the work that Mar has done for community and for our country it's not just our community but our country and so I'm really happy that we're able to honor you Mariam uh today and thank you very
0:29:37much for all that you've done for all of us for these many years I think that several folks have alluded to the process we went through and Esther pointed out that we've been working um to make this a reality for several months and in that time I think we've all learned so much more about you
0:29:56and um I'm just so very proud and I want to express my appreciation the elero rose show is a unique part of elero it happens every year it's part of our community it's a place I think many of us have enjoyed attending and we have you to be grateful for and um I hope
0:30:15that it continues and that we all have an opportunity on May 17th of 2009 to um enjoy all of the Heritage roses and the other Rosie treats that are there for the community so I just wanted to extend our appreciation and congratulations for you this evening well without any further words
0:30:41uh I'd like to ask for a motion to adopt a resolution recognizing the leadership contributions and achievements of Marian Wilkin in the area of Heritage roses and inducting Marian Wilkins into the elero wall of fame so moved second it's been moved and seconded on the motion all
0:30:59those in favor I opposed motion carries [Applause] congratulations we going to uh like to read a little bit and ask Maran to come on up oh my goodness think [Music] soame but this is the resolution I won't read everything but uh put on a few comments it says where asked the daughter of Elo Founders
0:32:03and petitioners for the city incorporation in 1917 John F Walsh and Anna Pete Walsh Marin Walsh Wilkins was born in 1908 and at an early age oh no no 18 this isn't a granite is it 1918 excuse [Laughter] [Music] me early AG it was apparent she would be inspirating Ro model to the city of

0:33:34England and the United States and was honored with the installation of an annual $1,000 scholarship award established in her name and whereas M Wilkins has organized and chaired the annual Heritage Rose show at the elal community center for the past years attracting residents
0:33:55throughout Northern California now therefore be it resolved by the city council of the city of elero that is hereby appoints Mariam Walsh Wilkins to the ELO Wall of Fame and recognition of her significant contributions to the community thank you very [Applause]
The mayor invited comments from the Council, particularly from Councilmember Moore or Councilmember Bridges of the subcommittee. One member noted that a pink rose has been named for Wilkins, shown on screen, a distinction shared with Abraham Lincoln, John F. Kennedy, Queen Elizabeth, William Shakespeare and others, none of them from El Cerrito. Another recalled, as Tom Panis had said, that Wilkins's parents were among the city's founders, as far back as 1917, and that Wilkins's father, the member believed, was assistant fire chief. A third said the ceremony was part of restoring the Wall of Fame; the member could not remember when someone was last added, was not sure what the old procedure was, and said Wilkins is the first honoree under the new procedure. A fourth said the work had taken several months and invited all to the rose show on May 17th of 2009.
The resolution was moved, seconded and carried. The mayor read from it: the daughter of founders who petitioned for incorporation in 1917, John F. Walsh and Anna Pete Walsh (as captioned), Wilkins attended local schools, including the old wooden elementary school, earned a teaching degree and taught at a school (captioned "faar") attended by Wilkins's four children; a dark pink rose named for Wilkins is shown at a UC garden (captioned "pical"); Wilkins was honored at a Heritage event (captioned "rosium") featuring women of distinction with an annual $1,000 scholarship in Wilkins's name; and Wilkins organized and chaired the annual Heritage Rose show at the community center.
Outcome CarriedResolution inducting Miriam Wilkins into the Wall of Fame adopted.

Wilkins thanked the Council, the Garden Club and Heritage Roses, saying “it's impossible to feel nervous among so many friends.” Born on the 700 block of a street captioned "el", Wilkins's first memory was watching the first Fairmont School burn down at age 5; Wilkins's father was one of the founding fathers and built the first firehouse, and a plaque Wilkins's husband saw while making El Cerrito's first maps has, Wilkins thought, perhaps disappeared. Wilkins credited a heroic and loving mother with educating two daughters, recalled teaching at Fairmont with Teresa alongside Hazel Brenaman (as captioned), who had taught them both, and raising four children in El Cerrito. Unable to garden any longer, Wilkins said the roses bloom whether they have much care or not.
The mayor announced refreshments after the meeting to celebrate the induction and to honor the council members leaving that night and welcome the new ones to be seated.

0:46:51think the days of elero being able to rely on big box stores whether they're here or not or whether they're here next year or not is another thing and I don't think we're going to be able to rely on large volume auto dealers to support El anymore so I personally would like to
0:47:04celebrate and commend city council for having the vision to see what's possible in city of elero and I'd like to urge Elso residents to be open-minded about the prospects for the future I think a lot of positive things have already started to happen in a couple years and
0:47:18I'd like to see it going in an upy Direction and I'd like you to view it open-mindedly as it comes up for an audit and view it as a long-term investment in the future of elero as a viable business community and I can even say that we we can be sort of like Berkeley without having to be Berkeley
0:47:33because I know elero doesn't want to be Berkeley but it's nice to live in elero and have some Berkeley type amenities without having the Berkeley Ambiance so I I think that the Sero theater is part of a cluster of business that is adding viable opportunities to the city every
0:47:47day and I'd like to express my strong support that we continue to support that in light of the OD thank you very much thank you other speakers on non-agenda items okay great well fine uh I guess the time has come to uh celebrate I guess um two people that are retiring off of
Under oral communications, limited to 3 minutes with a new speaker light, Dr. Bruce Harter thanked the Council for its support of Measure D (captioned "Major D"): “it was a terrific success for us,” with over 79% of the voters districtwide in favor, and it would underpin class size reduction, counselors, librarians and athletic programs through tough times. Harter recognized, on behalf of the Board of Education and the West Contra Costa Unified School District, the service of Councilmember Bridges and Councilmember Moore (captioned "more").
A speaker called as "Miss will" (as captioned), from China, described learning English, earning a designer certificate in 2006, and losing jobs and payment for sewn dresses, and asked whether the city could let the speaker use a new building near the speaker's home, empty for over a year, to open a store, paying later as partners.
Jim R (as captioned) of Waldo Avenue said El Cerrito has a mile-long greenway, a new swimming pool complex and transit access, and expressed strong support for the Cerrito Theater (captioned "Sero"), which was coming up for an audit in the next couple of years or maybe sooner. The speaker listed new businesses nearby, a record shop, a coffee shop and other stores, said, as the speaker thought, El Cerrito could not rely on big box stores or large volume auto dealers, and urged residents to view the theater as a long-term investment: El Cerrito can be “sort of like Berkeley without having to be Berkeley.”

0:55:15abilities and my limitations and my letia isms um all of you and this experience with the elero city of elero has given me a keen appreciation for how many ordinary people are doing extraordinary things in their professional and personal lives to improve the communities that they live
The mayor turned to the two members leaving the Council. Jan Bridges read a verse on the year: balanced budgets, new ordinances, street paving, San Pablo Avenue improvements, new play equipment in each neighborhood park, updated zoning, more police officers and falling crime, a new theater, new fire trucks and a new city hall, and newsletters, public forums and websites for transparency; Bridges thanked staff by first name. A top 10 list followed: Bridges would not miss buying six new highlighters every month for agenda packets, Sunday nights studying, Creekside appeals, or neighbors calling about police at Bridges's house, but would miss the dinners at the Elks, Eagles and Moose for police officer of the year awards, Dutch treat updates with Scott, and “our long and interesting Council meetings filled with letia isms.”
Leticia Moore thanked the voters for seven years and two terms, the Council that first appointed Moore to the Planning Commission in 1997, the senior center staff who made Moore's grandmother welcome, elected officials, colleagues and city staff for 11 years of education and support. Moore said “my life has been infinitely richer for having represented the city” and that the experience left a sense that “I need to do so much more with my life because so many of you are doing so much with yours.”
08 Colleagues' tributes captions 120–135
0:55:35and work in and it leaves me with the notion that I need to do so much more with my life because so many of you are doing so much with yours so for everything thank you well I wanted me cry I thought there's been much dialogue about the cry I thought that was settled with Hillary
0:56:02Clinton and barock Obama but apparently not so Leticia has never wavered in her belief of elero as a trend setting and sophisticated place and she has um always when there's a newspaper article featuring a business in Elo or an accomplishment of our city or an achievement of our one of our residents
0:56:23she made sure that we all knew and we could appreciate that too and tonight I want to say how much I appreciate you wait tears and um I want to acknowledge you for your extraordinary contribution to our community I know that you love elero and you've served our city with your
0:56:44uniquely utia way and that way is with absolute Integrity bold leadership and style and even though you said in a public meeting that we could not be appointed to the same subcommittee cuz all we would do is fight it has been my honor to serve with you so thank you very
0:57:11much I have a few words for Miss Bridges as well oh um I wanted to thank you Jan you've given a lot to your community starting with your time in park and wreck and then also undertaking the community organizing to rebuild our swimming pool which was um you know a difficult task
0:57:33and now with four years on the service of the city council you've worked incredibly hard and tireless in your research on engaging in all the city issues and um I'm surprised it only took one pack of highlighters per week you're a wonderful leader modest compassionate and always considerate to
0:57:53everybody and you provided consistent and insightful and strong leadership and have been a vital member of this team and I'm going to miss you and I want to thank Peter for all your support and friendship because I know that this job takes us away from our families and um
0:58:12we're going to miss Jan but we'll continue our friendship BR flowers yes you may more roses [Applause] what well I first for the [Applause] so Peter's Jan's husband Phil's actually sy's husband don't ask any questions well I first met Leticia on the when we were on the Planning
0:59:12Commission together with Sandy um and some other uh notable people and um I must say that that was a great Planning Commission to be on we I thought we really worked well together we actually uh created the current General plan um about 199 1999 I think if I remember correctly and um I feel like
0:59:37this Council has has been that same has been the same as that Planning Commission and has just been a cohesive unit not that we all think alike we definitely don't uh nobody could have Leti isms like Leticia and that's okay you know and um it's going to be really hard um not
1:00:00having both Leticia and Jan here because you both brought so much um and um so it's really hard for me to to say to see you leaving but I'm hoping that you'll stay around and that we'll see lots of you I have many fond memories of the times that we've shared together Jan I
1:00:22have to say I the the first the oldest thing I can think of about you is not a fun memory but it's not because of you um you were being um you were chair of the parks and W commission I think at the time you know what I'm talking about and um you were being grilled about the
1:00:41workings of the park and rec commission and um and the Parks and Rec Department I believe and um you stood up for you stood up and and basically took it and did a fantastic job and um so even though that was maybe not a great experience it is for me a great experience of how you um were and I
1:01:06think you've carried that forward onto the council and I always know that whatever you say or do make any decisions that you make are always good ones and I'm I really appreciate that and I know I'm really going to miss that and I wish you the best in all that you
1:01:25do um you deserve the best and I hope you find it in all that you do and um as as well as you Leti I can't imagine you not being here um I really can't and um so I hope I will see lots of you around because um it's it's we've um actually had a a long time together since those
1:01:48days on the Planning Commission um which were great days right Sandy absolutely and um so we've done quite a few things for the city I I I hope people think and I know I think that that we have and I think that you've been a very integral part of it both of you and thank you very much thank
Sandy Potter said Moore never wavered in the belief that El Cerrito is a trend-setting place, always making sure colleagues knew of every article about a local business or resident, and praised Moore's “absolute Integrity bold leadership and style,” though Moore once said in a public meeting that the two “could not be appointed to the same subcommittee cuz all we would do is fight.” Words for Bridges followed: Bridges gave time on Park and Recreation, organized the community to rebuild the swimming pool, and worked tirelessly over four years on the Council; Bridges's husband Peter was thanked, and flowers given.
Another member recalled serving on the Planning Commission with Moore and Sandy, which created the current general plan about 1999, the member thought, and said this Council had been “a cohesive unit not that we all think alike we definitely don't.” The member's earliest memory of Bridges was of Bridges, then chair of the Park and Recreation Commission, the member thought, being grilled about the commission and department and standing up to it.

1:02:15you sure before we go on um i' like to take public comment on this issue is there any who have signed up first speaker is Kleen McKinley keep with the plan yeah another member of that Planning Commission still on it um I'm Kathy McKinley [address removed] Mr mayor
1:02:39council members I want to thank Leticia and Jan for their years of service to the city and the community um I met Leticia when she came on the Planning Commission I was already on at that time and I'm still on um we had great times together I mean I forgot that we did the general plan
1:03:00thank you for reminding me of that that was quite a slog both Jan and and Leticia have also been liaison to the Planning Commission in different stints during their uh time on the council and they've been invaluable in that role to the Planning Commission but I think the
1:03:16main thing is that both of you can be very proud of the things that the city has accomplished with your hard work and the time that you've been in office we have changed tremendously on your watch and in good ways I'm I mean I'm thrilled that I'm here I'm I I was we had our
1:03:35first Planning Commission in this building for their last meeting and I couldn't believe it we're in a real building oh my God would imagine that um you have been invaluable to the city I I'm sorry to see you leave I know we have some good people coming in to replace you quote unquote but it's um
1:03:55I'm very sorry that both of you are leaving office but I'm also very glad that you're not leaving office because you're leaving town I'm glad that you're both going to be still around and maybe we can kind of rope you in again in the future but enjoy your uh Monday evenings
1:04:12uh enjoy not having to slog through all those packets I think people who aren't on the city council cannot imagine how much work it really is um and the city council members here are citizen volunteers I mean I think you get some tiny little compensation but it ain't
1:04:30nothing you know you might be able to buy a few rolls of toilet paper with it but the the work that people on the city council do is irreplaceable and I really my hats off to all of you thank you so much and uh I'm glad you're not leaving town so we can continue to nag you and suck you in
1:04:51thank you very much thank you thank you Joan Carpenter good evening um mayor Jones council members I'm here to say goodbye to a very dear friend Leticia Moore uh and also to Jan Bridges I've worked most with Leticia um with um with our office uh supervisor John joya's office she has not only been
1:05:34a council member for the city of Elso but she has worked with the rest of the County West County which is very important and um I just want to say we are we and West County will miss you tremendously thank you and uh you will not be forgotten nor you Jan and uh Jan
1:06:01and I we meet up in the funniest places one was in um Pleasant Hill when she went uh to get a nomination for our current new council member and I was there to help sustain that um nomination but I just want to say we love you best wish best wishes to you both and thank you so much for your
1:06:36[Applause] work Phil Martin uh good evening mayor Jones and members of the council my name my name is Phil Martin I'm been an Els Sero resident for 17 years and I'm here this evening also to thank the outgoing Council um for the last four years of dedicated service to our city um this
1:07:06council's been remarkable for in a number of ways remarkable for its efficiency in getting things done uh remarkable for its good sense in balancing fiscal responsibility with um providing services and upgrades to the infrastructure and rebuilds to the city that elero residents can now enjoy um
1:07:28I'd particularly like to thank Jan Bridges and Leticia Moore um who are leaving the council um and thanks to your efforts elero is a better place literally to live play and work um Jan and Leticia have provided consistent leadership continuing the efforts of recent past councils to pull us out of
1:07:51the fiscal crisis that this city faced in the 90s it's it's easy to forget that now um but when I first moved to elero City infrastructure was literally falling apart um under your guidance the city rebuilt the pool and Clubhouse and the City Hall and Jan I just want to
1:08:10acknowledge you because I use that pool regularly I know you were um involved even before um your time on the council and getting it rebuilt uh and I think you can both be proud that you leave the city with gu gued stable Revenue um and in much better shape so thank you both uh
1:08:30finally i' I'd just like to tell a quick story um about the Martin Luther King Day Junior uh Day Parade I didn't know Leticia well at the time um but she called out to me and my two daughters uh and told us we had to join the parade uh and we have been ever since then and I
Kathy McKinley (called as "Kleen McKinley") of an avenue captioned "petero", still on the Planning Commission, thanked Moore and Bridges for their service, including as liaisons to the commission, and said the city had changed tremendously on their watch; the commission had held its first meeting in the new building at its last meeting: “we're in a real building.” McKinley said the Council's work is irreplaceable and its compensation small: “you might be able to buy a few rolls of toilet paper with it.”
Joan Carpenter, from the office of Supervisor John Gioia (captioned "joya"), said Moore had worked with the rest of West County and “West County will miss you tremendously,” and wished both well. Phil Martin, a resident for 17 years, thanked the outgoing Council for four years marked by “efficiency in getting things done” and by balancing fiscal responsibility with services: it rebuilt the pool and clubhouse and City Hall, continuing recent councils' work to pull the city out of the fiscal crisis of the 90s, and leaves stable revenue. Martin recalled Moore calling Martin and two daughters to join the Martin Luther King Day parade, saying “it's her spirit to be involved.”
10 A dissent, and a former school board member's thanks captions 153–170
1:08:49just wanted to tell that story because it's it's her spirit to be involved and to to call others to participate uh to make the community a better and warmer place so thank you both and I'll miss you thank you Peter Lal good evening as mayor Jones said this is a Jo
1:09:14occasion but we all know that uh a lot of people when we leave here in fact most people out there will have to make major adjustment down ward in the future and the one reason council members more and bridges should be missed is that they won't be around to deal with the
1:09:33financial mess they have create I think it's going a little bit too far to claim create for the pool everybody I know was in favor of the pool including your opponents your political opponents now these two were chosen by voters just like president President Bush once was
1:09:53but in their case promoted by the West County political establishment reflecting the interest of the construction industry the Redevelopment and Tash and our city management they were just as fiscally irresponsible as the federal and state governments fortunately with a much
1:10:11smaller budget they could do only little harm so we now have a grandio new city hall yet to be paid for while we all know that uh Public Schools quite a few public schools in the district will have to be closed we have an insolvent movie theater which I too like what was not mentioned it cost us
1:10:37$7 million in subsidy and there it's insolvent they can't even pay 10,000 a month now I'm actually all in favor of keeping the theater we have it but we have it at the cost of the of something we won't get and that's a refurbished new library or improved library and the senior center these are
1:11:00now beyond our means and we have a bloated CER of bureaucrats looking for make do work now I'm all for the movie theater being kept uh but these bureaucrats cost us half a million dollars for people a year and they spend a year and $800,000 they they do out uh to
1:11:22Consultants now but what I mainly remember this du for is the pathetic attempt to shut up a critical voice now last night President elect Obama explained the need for political plural pluralism not just democracy uh but also Common Sense uh and that requires that
1:11:45alternative viewpoints are given a fair chance to be heard and considered and these two and with the help of the other three try to s they just don't listen now uh why am I speaking this way today on a feel good occasion it's because unlike in Washington we don't have a regime
1:12:08change and uh it's high time that this machine and all the cogs that happen to be here I know most of you are family and friends uh that they start taking uh serious measures of what this city really needs rather than catering to the needs of the people that brought them thank
1:12:31you GL please thank you mayor Jones and council members for the opportunity to address you tonight my name is Glenn price been a resident of elero for about 23 years I'm a business owner in elero and had the Good Fortune to to serve on the school board for a couple years at the
1:12:55same time as these council members and I really want to thank particularly Jan and Leticia for your incredible service on the city council we are going to miss you tremendously I think as as Kathleen said it's really difficult for a lot of folks to imagine how much stress work and time
1:13:14is involved in doing what you do and I think we as a community have to be tremendously grateful that people like you have stepped up and said we're going to take a stand for our community so Jan and latia really thank you for for doing that letia it seems like it was
1:13:28basically yesterday that we were out campaigning for you 7 years ago and I think that was one of the best political Investments that I ever made and helping you get elected you've certainly made major Returns on that and I guess I also wanted to remember tonight uh the voices
1:13:42of those who who aren't here and particularly this Children and Youth of our of our community and I know from the time that I spent here as a as a parent in uh in our community as member of our school board that we could always count on uh the elero city council and I want
1:13:59to thank you Jan and thank you Leticia for your acts of courage Your acts of leadership and standing up for the Children and Youth of our community um I was happy to see Dr har here earlier thanking you for uh the historic stand you took in favor of of measure D that's
1:14:13just one indicator of uh an incredible string of stands that this Council has taken and that you Jan and you Leticia have taken for the Children and Youth for community so just want to remember them tonight and thank you um as Kathleen and others mentioned uh I'm
1:14:29thinking of the words of of Duke Ellington when he was asked uh what his greatest work uh was he said it's the work I'm going to do tomorrow so we're looking for great things from you your job in Elser Ros not over thank you thank you no no more speakers okay is there is
Peter Lobel (captioned "Lal") said Moore and Bridges should be missed because they would not be around to deal with the financial mess they had created; the pool, Lobel said, everyone supported, but the two, promoted by the West County political establishment, the construction industry, redevelopment and city management, were fiscally irresponsible. Lobel cited a new city hall yet to be paid for while schools close, and an insolvent movie theater, which Lobel also likes, that “cost us $7 million in subsidy” and cannot pay 10,000 a month, at the cost of an improved library and senior center, along with spending on staff and consultants. Lobel recalled “the pathetic attempt to shut up a critical voice” and said “they just don't listen,” invoking President-elect Obama's call for pluralism the previous night.
Glenn Price, a resident of about 23 years and business owner who served on the school board at the same time as these members, thanked Bridges and Moore, recalled campaigning for Moore 7 years earlier as “one of the best political Investments that I ever made,” and thanked them for standing up for children and youth, including their stand on Measure D. Price closed with Duke Ellington's answer when asked about the greatest work: “it's the work I'm going to do tomorrow.”

A speaker thanked Esther Sergeant (as captioned) for over a year of work. The mayor presented each departing member with a copy of the portraits hanging in the lobby, which the mayor hoped would become a tradition, praising Moore's critical thinking and analysis and noting that Bridges is “one of the top people in her profession at the Kaiser system” and in Northern California as a medical practitioner. After a recess, announced as 5 minutes, to reset the dais, the city clerk administered the oath of office and presented certificates of election to Mayor Bill Jones, reelected to a second term, and councilmembers-elect Ann Chang (captioned "an") and Greg Lyman (captioned "Hyman").

1:28:05if anybody would like to address the council thank you very much I have some we have one speaker Peter lobal nice hello old new Council uh not uh many residents have the stomach to become council members in Elo with first having to spend years in commissions proving their loyalty to the
1:28:33powers that be now miss Chang never uttered a nasty word to me she always smiled at me nicely but I remember her from the park and rec commission and the Planning Commission and never once did she utter a single word that was contrary to what ST sta or Council wanted not a ripple so what I
1:28:56know about an is she likes to Bicycle I do too she likes to walk great good for you uh Greg Gman I know even better he was occasionally outspoken but generally coupled it with heaps of praise for the council that's rather clever we need a clever person on the on the council so you did make a few
1:29:19waves but we're in a situation where we need some major waves and I'm curious how this more old the new Council will manage the challenges you'll have your work cut out for you uh nothing like the new Administration in Washington but actually looking at the changes there
1:29:42and here uh though the challenges are so much greater at the national level and even the state level uh I I really I'm optimistic about at least them heading in the right direction I'm really really quite pessimistic here but I'd be glad to be surprised and I will apologize if you do
1:30:01surprise me thank you I have no speaker cards any other speakers for tonight oh private citizen more I'm not sure I ever um spoke before any of the other city councils so well welcome to the new council members welcome back mayor Jones um I think you see from tonight some of what you can
1:30:30expect over your term in elero um I think the the most wonderful thing about the community is the people the most difficult can be the people and the most difficult part about your job will be all the things that you want to do and um the limitations on what you can get
1:30:50done so that really is the most difficult thing and you you haven't faced it yet um there are lots of little irritants but there's a lot of joy in this opportunity and a lot of growth and a lot of potential for um for feeling that you're doing something very important and you are just having
1:31:08successfully run made that choice to put yourself out there and to run a campaign and to win is a huge step and the rest of it is a lot more I think enjoyable though um I know you both and um I know that there are a lot of things you want to see happen in elero um it will take
1:31:30time but have faith there are a lot of people who have faith in you and that's why you're elected and Bill you're just fabulous thank you thank [Applause] you okay all right uh we'll go to UHA item number eight item number eight adoption of the consent calendars item 5A is minutes for
1:31:58approval and 8B is declaring and confirming the results of the November 4 general election you'll note that the county um faxed us over the their certified results at 5: this evening and a copy of each is before you ready for a motion yes I move adoption of the consent calendars item
1:32:22um 8A minutes for approval and 8 B declaring and confirming the results of the November 4th 2008 general election I second it been move and second to approve uh the consent calendar for tonight all those in favor iose motion carries next agenda item please next
Lobel (captioned "lobal") addressed the new Council: residents must first spend years on commissions proving loyalty; Chang, from Park and Recreation and the Planning Commission, had never spoken against staff or Council, “not a ripple”; Lyman had been occasionally outspoken; and Lobel was optimistic about the national changes but “really really quite pessimistic here but I'd be glad to be surprised.” Moore, now a private citizen, welcomed the new members and Mayor Jones back: “the most wonderful thing about the community is the people the most difficult can be the people,” and the hardest part is the limits on what can get done.
The consent calendar, item 8A minutes and 8B declaring and confirming the results of the November 4th 2008 general election (the county had faxed its certified results at 5 that evening), was moved, seconded and carried.
Outcome CarriedConsent calendar, including the certified November 4, 2008 election results, adopted.
