El Cerrito, California · City Council

About this archive

Where the pages come from, how they are made and checked, and how to cite them.

What this is

An independent, unofficial archive of 343 El Cerrito City Council meetings, October 2008 to October 2026. Each meeting page sets the meeting’s own closed captions beside a section-by-section summary, so any statement in the summary can be checked against the moment it came from.

This is not an official City of El Cerrito website. It is not produced, reviewed or endorsed by the City. For the official record of any meeting, see the adopted minutes published by the City Clerk.

Sources

  • Captions. The City’s published caption files and transcripts for each meeting. They are shown unedited, so names are often misspelled by the caption engine and speakers are often not identified.
  • Recordings. “Watch the meeting” links go to the City’s own video of that meeting.
  • Nothing else. Summaries, notes, topics and year summaries are drawn only from the record of the meetings themselves, not from news coverage or other sources.

How the pages are made

  • Summaries and notes were drafted with the help of an AI model (Claude, by Anthropic) working from the captions, section by section, and then checked against the captions. Quotations in the summaries are taken word for word from the captions; an automated check confirms that each one appears there.
  • Speaker names are given only where the captions make clear who is speaking; otherwise a summary says “a councilmember” or “a resident”.
  • Notes flag what is significant, contested, missing context, checked, or connected to another meeting. A link to another meeting is checked to point at the right section before it is published.
  • Topics. Each meeting is listed under the subjects it spent real time on or acted on; passing mentions are left out. See the topic index.
  • Glossary. The glossary explains how a term is generally used in California city government. It is not legal advice.
  • Public speaker counts come from the clerk’s speaker introductions and the totals announced for each comment period, and count speaking turns.

Errors and corrections

Summaries can be wrong. The captions beside them are there so you can check. If you find an error, note the page address and the time shown beside the passage (the link button on each section copies both); a way to send corrections will be listed here.

  • What is checked. A reported error is checked against the meeting’s captions and, where the captions are unclear, the City’s recording.
  • How it is fixed. A summary that does not match the meeting is corrected on its page, and a correction that changes the meaning of a passage is noted there with its date. What a speaker said is not changed to suit anyone, including the speaker; a summary is corrected only to match what was said.
  • Private details. Home addresses that residents stated in public comment are not shown; in the captions they appear as “[address removed]”. Addresses of businesses, public property and properties before the Council (for example on an abatement list) are part of the public record and stay.
  • Search engines. These pages ask search engines not to index them.

Linking and citing

Every section heading on a meeting page has a link button, which copies a link to that section, and a cite button, which copies a citation with the meeting, date, section and time. Clicking a time in the captions copies a link to that exact moment. Each meeting card on the year pages has a link button and a cite button for that meeting, and topic and glossary entries have link buttons too.

Reading and keyboard

Meeting pages can show summaries only, captions only or both; your choice is remembered in this browser and is also what prints. The light or dark theme follows your device unless you choose one.
